Painful Incision: Is it painful? Is incision intact or open? I would suggest to see your ObGyn. Needs to be evaluated.

Maybe: It's unsusual for the incision to become infected this late after your surgery. It sound superficial, however, since there is no drainage. You can put a heating on it to see if it improves. If not or if it worsens, you need to see your OB.

Normal: It sounds like normal healing. Some persistent redness at this point is not unusual.

Not likely: a little bit redness is OK, if no oozing, no fever most likely no infection. Please check with your obstetrician at your 6 weeks visit
