Here's a guess: Since OTC meds do not inherently require a physician order, I assume you're dealing with an institution which requires enrollees to have such an order. If so, it means the institution perceives a need to exert more than the normal level of control over such products, for medical and/or legal reasons that pertain to the population of enrollees.
