Blisters vs. bullae: Blisters or bullae is nature's way to prevent any further neglect to an area that has lots of friction from could develop into far worse. We have to first what caused the small bump. I really recommend sending her someone for evaluation.

Blister: Dermatologic conditions are hard to evaluate without seeing them in person and this precludes being able to say for certain, but blisters are common. They will do better bursting on their own; this allows some healing underneath.
