Nothing: If a 3 week old is eating well, resting well, and otherwise fine there intoning that needs to be done. Most newborns are stuffy and make a lot of funny little noises. If the stuffiness is interfering with eating and the child is fussy, then you need to see your pediatrician.

Saline nasal drops +: Simplest method is to use saline nasal drops followed by nasal suction either with the rubber bulb syringe you probably got when baby was born or with newer (somewhat more expensive, but safer, according to their claims) nosefrida suction kit or babycomfy nose aspirator. There are infant decongestant drops, but they are not for use in under 3 months of age. See doc if no improvement.
