Take normal: precautions including practicing good hand hygiene. Though your total count is still above 1.0, it would be reasonable to avoid un-cooked foods (salads/vegetables in particular) and people who are currently ill. Because your WBC count isn't 'normal' you are at more of a risk for infection than the general public - but not so severely immunosuppressed that you need to stress over it.

Low: This is rather low. It would help to have either your neutrophil percentage or absolute neutrophil count as this will tell if this is a more urgently concerning problem like neutropenia where you really could be at risk for an infection. Make sure you follow up closely with your doctor in regards to this. If your neutrophil counts are really low you may need to avoid salads and fresh fruit.
