day 21 post circumcision- looks fully healed except underside skin still fused to shaft and bumpy..also got boils of skin around incision line?

Circumcision: the area that is fused is probably the ventral raphe and is normal as for the "boils" is ir the scar thats irregular or some infection I would suggest a re-check with your surgeon
