Cough and smoking: your "smoker's cough" maybe more than that. Several other issues such as asthma and chronic obstructive pulm disease( like chronic bronchitis) can have chronic coughs. When you use your nebulizer you are able to take deeper breaths which maybe triggering the spasm in your airway. FIRST STOP SMOKING!! and you should get a evaluation by your doctor including pulmonary function testing and xray.
