Possibly atopic: eczema recurrs once treatment is stopped in a 3 yrs old, possibilty of atopic (allergic) eczema need to be ruled out, please visit an allergist who would help you with this condition, meanwhile, moisturize the skin thoroughly especially right after bathing with a cream soap, keep finger nails short, check acaai.org for an allergist locator near where you live if in the USA, good luck
