I have several very tender pea-sized lumps under the skin of my outer thighs and also inside the bend of my elbow. gp said fibromas? why so painful?

Fibromas: Fibromas are the most common painful skin tumor. They are benign.Usually removal of these is not necessary. If they continue to be particularly bothersome, I would obtain a consult with a dermatologist to be sure of the diagnosis.
