Yes: oh... so many ways.... First, upper respiratory infections (vast majority viral) irritate the whole area. They can directly injure nerves in the ear to cause vertigo (more common) and tinnitus (less common). Mostly, inflammation/congestion of the ear can cause it. Connected to that.. the connection behind the ear drum drains to the throat (eustachion) if it's inflamed/clogged often causes it.

Throat: Not unless its part of a greater issue such as a bad cold causing a middle ear infection. Sometimes antibiotics or ibuprofen used to treat throat pain can cause tinnitus
