Exercise and sleep: generally belly fat is excess intake and stress. the thigh is mostly excess intake. so I good diet and exercise will usually take care of that. but the belly fat is harder, diet and exercise helps but stress interferes w/getting rid of it. so make sure you get enough sleep/rest and avoid stressful situations as much as possible to avoid raising your stress hormones. hope that helps you some

Cardio!: Walking, running or other day burning activity for 20min or more 2-3 times per week with targeted strength training exercises will slim the thighs. Also remember to eat well.
