See an eye doctor: Allergic conjunctivitis(allergens,dust,smoke,sun,bug bite) can cause blisters on the eye but you should see an eye doctor to rule out other causes. If you haven't tried OTC eye drops yet try one that is for allergies. Try to avoid things that may irritate your eye-rubbing, smoke, bright sunlight until you follow up with a doctor.
