Not necessarily: There are many reasons to develop a prominence of the neck, the so called "buffalo hump". In a young person without any known spinal disease, arthritis is less likely, and it is more likely that this is a prominence of the fat pad in this area. If it has been progressing in size you should address this concern with your doctor as there are hormonal causes not to ignore.

Not necessarily: That is typically known as a dowagers hump, it can be related to some degree of kyphosis at the cervico thoracic kyphosis and also some people will deposit fat in that area. It does not necessarily have anything to do with arthritis.
