He may be: The true diagnosis of Type 2 Diabetes is made by obtaining a fasting serum blood sugars of greater than 126 on two separate occasions. Have him see the Dr. for official testing as early diagnosis is very helpful in achieving the best treatment and outcomes. Good luck.

Technically, yes: Although it is mild, and lab should be repeated before decisions are made, he should be instructed on diet, exercise and weight reduction and consult with his physician as to whether medication is indicated.
