Hearing problem?: He should be able to respond to his name. He may have a hearing problem; take him to see a pediatric specialist for an audiology test to get diagnosis and treatment.

Hearing/speech: I would recommend getting a hearing test done (audiology evaluation). If that is normal, then get a speech therapy evaluation. He should be speaking in 3 word sentences by now. But I'm most concerned about his hearing first.
