Normal BP: High BP is an average BP greater than 140/90. What you have is a single value for your BP which appears normal. It would not preclude you from diving or any other activity for that matter.

Blood Pressure: Your top number the 140 is a little elevated but the bottom number the 70 is fine. This could be elevated just because you were tested. If you have no other symptoms and are healthy I would get it tested 3-4 more times at various times of the day. If it is 135/80 or below then that is normal and don't worry. If it is higher then take the record with you to your doctor and be evaluated.

Not to worry, yet.: I never worry about a single blood pressure measure in an otherwise healthy person. There are many factors that can elevate a blood pressure reading at any single moment, so it's important to evaluate a patient over time, typically checking 3 separate measurements. I recommend checking at an office and possibly at home as well.
