Superficial: I sounds like a superficial vein with pain, called thrombophlebitis which is an inflammation of the vein. Other possibilities include an infected cyst or hair follicle, or insect bite. It is hard to say without seeing the lesion. Best course of action. Apply a warm compress for about 5 minutes , multiple times and take an anti inflammatory for pain. See a Doctor as soon as possible
