Genetics: This is definitely an hereditary issue. If you are sexual mature in all other areas then you probably will have no hair on your chest. Some men have a lot and others have none. It is all in your genes from your family

Not much: As in, unfortunately there's not much you can do to develop chest hair. This is mostly genetically determined, and if you are 23 years old and have no chest hair, there is unlikely any reasonable intervention you can undertake to promote growth right now.
