No problem: I am not aware of problems applying expired petroleum jelly to the skin. I would not recommend ingesting it, though.

Probably ok: Expired petroleum jelly should be safe to use topically as long as there is no unusual odor or discoloration to the product. Use cautiously if applying over open wounds.
