Normal: Just means that you do not have too much overlying fat from where your carotid artery is. No worries. Good health

Neck pulsation: I would suggest that you review with your GP. Will need investigations to make sure that you don't have a thyroid disease or a vascular malformation leading to this . Imaging may be required . It is unusual for the jewellery to bump up and down with neck pulsations.
