Unusual.: Flonase is a steroid spray that should reduce congestion. It may take a few applications to work, and there is a 1% of causing a nosebleed, which would increase congestion. a "3 -day wash period" seems a little long.

No: Flonase should not increase nasal congestion but then you are likely using it because of the increase in congestion in the first place. Since it takes at least 24 hrs for its effect to be noticeable and 5-7 more days to be optimal, you may note more nasal congestion initially because the process is just ongoing before Flonase starts working for you.
