Hard to say: It's hard to say without seeing it. Possibilities include an infected hair follicle, an early abscess, an ingrown hair. If is worsening go to your doctor and get it examined in person.

Abscess: likely. Need to examine in order to determine that, but that is most likely. See a doctor in the next couple of days (preferably within 24 hours). This is not a complaint that requires going to an E.R. Urgent care would be preferred if you couldn't get into your regular primary care physician.
