From a brief Web search, it looks like the content is similar, i.e., approximately 3 to 4 grams of carbohydrate per tablespoon. When you read the label on the side of a container, be sure to note the volume. E.g., if it says 48 grams of carbohydrate in one cup, that is 3 grams per tablespoon (16 tablespoons in one cup).

Oat fiber has all of the carb containing portion removed so you are left with the shell of the oat, while oat bran has some carb left in it.
