Two problems: Occipital neuralgia doesn't affect the lower forehead and it shouldn't be relieved by antibiotics. It sounds like you have a second problem.

Occipital neuralgia: Is a disease of a spinal nerve which gives feeling to the skin along the back part of the scalp, up to the top of the head, over the ear & parotid glands. It's characterized by pain in these regions which can include one or both sides of the head. Pain can also occur behind the eye. There can be sensitivity to light; pain with neck movement. You may have trigeminal nerve disease also -ask ur doc.
