Yes: A nerve root compression in your neck (cervical spine) can do this - at your age, a ruptured disc would be the most likely culprit, usually trauma related. Tumors are thankfully rare but in the differential diagnosis. An MRI and EMG would confirm this.

Well...: A pinched nerve in the neck (cervicalgia) may cause pain that shoots or radiates down the arm. Injuries to the nerve in the arm without compression in the neck may also cause pain. These may include, but are not limited to, brachial plexus injuries and "Saturday night palsy"
