Not exactly.: Oxymetazoline is a decongestant that works by constricting dilated blood vessels. It is also used to treat nose bleeds, and also eye redness due to minor irritation (in the form of eye drops).

Oxymetazoline: No, Oxymetazoline is a decongestant. It temporarily helps with nasal congestion by constricting the local blood vessels and reducing swelling and congestion. If used more than 3 days, it can cause a rebound effect and worsen symptoms. Antihistamines are a separate class of medications. They block the effects histamine, which help reduce the watery eyes and runny nose.
