Plantar fasciitis: This may be plantar fasciitis. It usually presents with heel pain when you step down on it. It is often worst first thing in the morning or when you get up after sitting for a while. It can be relieved with ice, stretches and placing heel cups in your shoes (both shoes, even if only one hurts). If this does not work try some soft shoe inserts with a good arch support or see a podiatrist.

Down Time or else.: It is better to have one heel hurting that two, but that's how it goes. You symptoms are classic for an inflammation of fascial and associated tissues inserting on the bottom inside of the heel. The best solution is to stop or radically reduce the damage to the heels. This is a chronic over use problem and will resolve when the heels become under used. Orthotics, ice and stretching? Not enough.
