Atopic Dermatitis: Are they very small (pin head) and itchy? If so it could be contact dermatitis which would recur for 5 years particularly when exposed to the offending agent. Hot water typically makes it feel better in the moment but worse in the big picture. Treatment - steroid cream and limit exposure to offending agent (plants, cleaning agents, soaps are among many possibilities).
