Removal of syringoma: Syringoma are skin tumors from sweat glands. They do not need to be removed because they are not cancerous and are considered a cosmetic problem. There are several options to remove them, including laser, scraping, freezing with liquid nitrogen - but all have the risk of leaving scars that could be worse than the bumps themselves. A dermatologist would be best to tackle this tricky problem.

Depends: If the bumps really are syringoma's than most of the treatment focus on surgical or laser based removal. There are limited topical treatments that are very effective. But there are other lesions that you can have on or around the eyelids, like sebaceous hyperplasia or xanthelasma. Seek help from a dermatologists in person, if you are looking for more precise advice.
