Skulls don't shrink: Skulls are made of bone and they do not shrink.

Difficult to shrink: brain unless you're an alcoholic. Then, over time, chronic alcoholism can atrophy the brain by increased calcification. The cranial bones are formed and remain the same size, and is not dependent on what size the brain changes too. It allows the brain to be housed safely in the skull.
