Thoracic Spine: Pain at the level of the bra-strap is a very common pain location in middle aged (sorry...) women... We have a hard time determining the cause usually, but poor posture is a common reason. Otherwise, the cervical spine can radiate pain down to that area and deserves a workup. Injections in the T-spine facet joints may help. Good luck!... avoid rushing into surgery for this.
