Mupirocin: Mupirocin is used to treat certain skin infections. It is an antibiotic that works by stopping the growth of certain bacteria. There would be no benefit to using it on a non-infected external hemorrhoid.

You can, but why?: Mupirocin is a topical antibiotic. The ointment is petroleum gel based, meaning that is vaseline based. If you are using it for that quality, it may help soothe the area, but the active ingredient, mupirocin, will have no effect on the external hemorrhoid unless there is a cut or superficial infected area around it.
