See answer: Most common causes of itchy, red bumps on the glans penis include: 1) "balanitis": inflammation usually associated with being uncircumcised, poor hygiene, excess moisture, and/or diabetes and due to an overgrowth of yeast/fungus; 2) contact dermatitis or allergic response to some irritant, usually chemical (e.g. spermicidal, condom, soap); or 3) dermatitis: atopic, seborrheic). Rx based on cause.
