Is it ok to do push-up and pull-up exercises while having internal hemorrhoids and chronic anal fissure ?

Yes: These do not necessarily exclude forms of exertion. I would not hold my breath during the exercises as that puts extra pressure on the roids.

Depends: If you are having an acute flare of the hemorrhoids or anal fissure then no. Doing anything that puts pressure on the rectum from the inside or out can aggravate the problem.
