Could be: A simple as a basic fungal infection - so called jock itch/tinea crura. But it also could be related to yeast, a bacteria known as corynebacteria(erythrasma), "inverse" psoriasis or just plain irritation. It's hard to say without seeing it but odds are it's likely "jock itch". You could consider trying over the counter Lotrimin (clotrimazole) to see if it helps. Otherwise seek the input of your doctor.

Several: Rash ? could be almost anything, but most common would be a fungal infection such as tinea (ring worm) or candidiasis (yeast). These will respond to OTC clomitrazole. If it doesn't clear, or is not a rash, please see your Dr
