Common: Very common in a toddler if they are on daycare, however his pediatrician is the best one to make that call after he/she examines him.

Not normal: Usually one does not have The movable occipital lymph nodes .But can get these if one is having infection of scalp or having viral infection .Let your doctor examine and decide ,if any treatment needed .
