See her doctor: She should see her doctor. There are numerous possible causes of cough. The tobacco use is concerning and she should stop smoking. Sinus infections, allergies, and non-infectious non-allergy sinus inflammation are all common causes of coughing due to post-nasal drip. Gastric reflux also commonly causes coughing especially at night while laying flat. Serious infections need to be ruled out too
