Ultra Sound First: First would come an ultrasound to see if there is any suspicious mass or tissue that should be biopsied.

High PSA: Due to the increase in a short period of time I would recommend f/u with the Urologist first to see if biopsy would be appropriate. Also PSA can be increased by a few things: like Recent sexual activity (a few days prior to blood work); Recent Upper Respiratory infection/Cold; Recent Prostate infection as well.
