Yes: A urine culture is considered to be positive for a UTI if there are > 100,000 colonies in it. 20,000 usually indicate that it's an external contaminant

UTI: Asymptomatic bacteriuria needs to be treated in pregnant women but we need two consecutive specimens with isolation of the same species in quantitative counts of at least 100,000 CFUs per mL of urine. So your midwife is right.
