I think that : it is reasonable to have some questions about the need for the repeat test. You are being a good health consumer and your own best advocate. Ask the neurologist why he wants it repeated. Is he getting a different kind of test? What is he looking for? Those are perfectly legitimate questions. After a discussion with your neurologist, then you can decide if you want to proceed.

No: If your First MRI was in normal range and your symptoms have not changed much, there is no indication for new MRI or EEG. You can ask your Neurologist is there any thing specific that he is worried about like quality of previous MRI or some thing he saw which might have been missed by radiologist.

It depends: If the character, intensity or associated symptoms have changed, between the evaluation by your PCP and the Neurologist, having a second MRI would help with any further diagnosis and treatment.
