An Option: Most scrotal surgery such as for hydrocele of spermatocele in a healthy person is usually done with general anesthesia. When you say regional anesthesia you are referring to spinal. This is an option. Vasectomy is done with local infiltration anesthesia. This is different from regional.

Whether it is suitable for you is a very personal thing that involves your anxiety level regarding the surgery and how you react in a surgical situation, how you respond to local anesthetics and the surgeon's comfort level operating with that type of anesthesia.
