Need more info: You might be better off getting an ultrasound study of your abdomen. At your age it would also be advantageous to have a colonoscopy. Because of the referral of the symptom to your legs your spine should also be examined. You may have a GI problem in addition to an orthopedic problem. Please see your family physician for a complete exam.

CT of what?: Start with neurologist. Illioinguinal nerve irritation vs more proximal. Most common cause is a Kidney Stone. Retroperitoneal fibrosis, lumbar sacral lesions and spinal nerve injury should be considered. Where is the lesion? If you cannot answer that question you need a neurologist.

CT scan not answer: Assuming the CT scan was of your abdomen, for example it might not show something in your spinal cord which could be causing the problem. A careful physical examination and possibly an MRI of your spine could identify a cause.
