High bilirubin: No not "normal" but not unusual especially if you are breastfeeding. If your baby is full term there is usually no cause for concern. Your can help lower the bilirubin by providing limited sun exposure, 5 to 10 minutes, daily to help your baby metabolize the bilirubin in the skin.

High: This is above what is expected but not necessarily dangerous. I would want to run a few blood tests.Breast feeding and mild dehydration can elevate these numbers.If the initial screening tests were OK, I would want to watch the level closely over the next several days. The need for any other therapies would be dependent on the screening tests.
