Neuralgia: You may have a ganglion cyst. Clearly a local neuralgia. Injection or medication will work.

Neuroma: It sounds like a neuroma or impingement of the medial dorsal cutaneous nerve. See a podiatrist and they can do tests to confirm and follow with treatments such as oral/topical meds, injections, pt and lastly surgical option. If this is new, make sure you are not using a new shoe that may be compressing the area and causing the issue.
