Urine: At three its likely that he still soild himself the urine around the penis would cause a rash. It would see if this is occurring and try to keep him dry and cleaned as possible creams for diaper rash on the skin only not on the penis tip may help. Of course this can be a manifestation of his other dermatitis's.
