HPV causes no inflammation of any kind. It definitely is not the cause of your rash. But see a doctor to check out the rash. Probably not serious (and not likely due to any STD), but should be quick and easy to diagnose and probably effective treatment is available once the cause is known. But for sure it's not HPV.

Agree with Dr Handsfield that this is not HPV. The skin findings caused by HPV are genital warts not the rash you are describing. Please see your doctor.
