Pretty rare: Blinking is the means by which your eye cleanses itself and spreads tears over the surface. An eye which cannot properly blink has some sort of neurologic, psychiatric or medical problem this should be evaluated as soon as possible by your ophthalmologist to deal with the problem before eye damage occurs.
