Not likely: Lipomas can occur anywhere on the body and are not related to prior surgery. Scar tissue will form at surgical sites, but lipomas occur randomly. Also, if this was inguinal hernia surgery, a cord lipoma is a very common incidenall finding & I will usually just remove the lipoma during inguinal hernia surgery so that it will not leave a "lump" behind after surgery.

No: There is no association between hernia repair and subsequent tumor formation. However, the presence of lipoma (benign fatty growth) along the spermatic cord is not uncommon. This can mimick an inguinal hernia.
