Fluid retention: start around week 30 in some women. Call your OB and have your BP and sugar checked.

Water: By water I assume you mean urine. Later in pregnancy the baby lies on the bladder and causes an urge to urinate. This is normal and common. On the other hand urinary infections may cause similar symptoms and can become quite serious in pregnancy. Also your bag of water could leak and feel like urine which would also be a more serious problem. Worth a trip to OB.
