Had sore throat for 12 days, went away but now a cough and today a small sunburn-like rash has appeared on inside of right wrist. are these connected?

Possibly: The rash could be scarlet fever, a rash associated with untreated strep throat. This untreated infection could lead to the symptoms you describe. Some viral illnesses can do the same. The ONLY way to know is to test with a strep test. If it is positive, then you need antibiotics to prevent further problems like effects on your heart. If negative, then the new symptoms should run their course.
